The Napoleon Council Committee for Water-Sewer-Refuse and Recycling is recommending the city take responsibility for repairs to sewer lines that lie between the main-line and city right-of-way.   That decision came from a Monday night committee meeting and likely will go before the full Napoleon Council at the next meeting or two.          But to establish a fund to pay for those repairs will mean an increase in sewer rates over the next few years for Napoleon residents.    The recommendation is for an increase  estimated at 6% for the rest of 2014, another 6% hike is proposed for 2015, and possibly a 10% increase in sewer rates for 2016.   Council reports there was no sewer rate increase in 2013, nor so far in 2014.                 Property owners would still have responsibility for sewer repairs between their homes and the city’s right of way.
