Some residents of the Napoleon utility system may have gotten a bit of sticker shock with their February bills.   A combination of factors has jacked-up the monthly payments for residents.   A 10% increase in the water rates, to help pay for the water treatment plant improvements; was combined with a bump in electric rates, due to a shutdown of the Fremont plant that provides power to northwest Ohio communities.   The electric rates should be lower than customers were paying last summer however.
